I've been experimenting with filters for awhile trying to get glitchy looks but I haven't had a ton of luck. Even recommending some filters to start with would be super helpful! ; u ;
oh man thanks! you mean this, right? i didn’t actually use any filters for that… i would just move the background a little bit or flip it or like warp her on a different layer using ctrl+t. or i would like put a bunch of colors on a layer and mess with the layer type or something. and i used a lot of textures. the only filters i use at all are like.. gaussian blur and noise. here’s the gif slowed down, hope it helps!

ooohhh dude thank you!! i dunno if you’re aware of this thing i did a while ago but it may be able to answer some of your questions. um I mess with my brush settings a lot until i find something i want to play with so my brushes usually vary from picture to picture. as for colors i like to use limited color palettes? and i sorta just make it up as i go. i usually just end up… using colors that i like… um. that’s why everything on my blog is pink/blue/purple aha aha ha… When i draw things in real life and my color choices aren’t limitless I’ll pick like three or four different colors of varying values and work from there. i hope i helped!
